Short and sweet question really!
I have the opportunity to do either (but not both) for a couple of weeks later this year, either in July or September, down on the Bukit. I don't have the option of going anywhere else in Indo (or the world, for that matter). Been a very very long time since I spent any time on Bali itself and know it's changed, but is there clearly a 'better' month in the dry season these days?
Any helpful points appreciated

September, much better after a long cold winter, and you get home and the weather is on the up. If you go July, you get back in August to be confronted by the depth of winter.

July is peak surf time.
It's less crowded in September but the winds are more variable. So you would probably have to travel for a wave some of the time from the Kuta side to the Nusa Dua side. You tend to have to travel anyway to get waves so that's no big deal.
I haven't been back since they finished the big roundabout but I believe that has alleviated some of the frustration in getting around.
