I don’t think being friendly to strangers is considered a particularly desirable trait in Russian culture.
Friendliness is for friends.

Never had much to do with them, plenty of Eastern Europeans though. Most OK.
But they (Russians and Ukrainians) certainly aren’t ingratiating themselves in general with the Balinese.

I’ve only (knowingly) had any lengthy conversations with Russians.
They were lovely people.
Both Siberian engineers, work colleagues of my daughter in law.

I worked with a group of around 10 for almost 10 years. One on my immediate team, the others in an adjacent group. The rest of my team were friendly with each other. The Russian was not, nor were the adjacent group. Our guy would only socialise with the other Russians.

Maybe if I had smoked copious amounts of cigarettes or drank vodka I would have built a bridge.

I’ll answer it too if skip doesn’t mind. I can’t honestly say I’ve noticed any nationality to be unfriendly when in Australia, same while I’ve been in other countries. Good and bad in any cross section I guess, but particularly friendly and easy going are Phillipinos, Indos, Saffas and the people of Vanuatu.
