C'ress, I'm 99% positive that krill and regular plankton are not overly effective in regulating carbon dioxide levels.
You are probably thinking of phytoplankton and there levels could easily be boosted by dumping iron particles off the southern tip of New Zealand.

Ha ha! Get a Harpoon rigged up in one of those car parks where you have a Macca's, Domino's and Krispy Kremes engrossed on the landscape. As the sugar cravers leave their grasing houses give them a good ole harpoon for afters... Just read an interesting profile of Paul Watson in the New Yorker from late last year.
Seems that he came from a heavily abusive household, beaten badly by father, lost his mother young, and subsequently left home young, living semi-wild around Canadian university campuses for years before getting tied up in Greenpeace.
Three marriages, one child (a daughter).
Also badly beaten up by seal fishermen when trying to get in the way of baby-seal-clubbing in Canada.
Considered a near saint by many Hollywood actors/directors/etc, some of whom have kicked down big to support various activities.
Most interesting and complex bloke...I think not as he appears, at least in the news etc.
