a wee bit smaller You might have to define wee into inches Crooked. OK- Lifeguards can't physically stop you from surfing, if they do it's physical assault and you could charge them and potentially sue them. Cops could though, but I would like to see that many cops down on the beach. They could (try to) fine you for being in a restricted area or something, but they ...
