The very obvious unintended good consequence is that the people bulldozing the beach shacks to erect tastefully designed homes with lap pools don't tend to be super skilled or hard-core surfers. The dole is no longer a living wage at most Aus coastal towns due to the sea-changers driving up housing ...

It's hard to say too, how effective it would be.
certain times of year I see heaps of whalers when rockfishing.
I think the fact that this occurs in late summer/autumn during the surf season would mean that the warnings would be ineffective.
