Adding to above: Last week a fellow dropped in on me at DeeWhy. I let it go - he wasn't a great surfer probably a bit uneasy in the 5ft or so. 2 waves later he drops in on my surfing mate, falls off, and put the nose of his board through the bottom of my mates main board.
