What do you reckon the build cost (not the land component as this would vary significantly based on where you locate it) would be of a KSWM? As a fairly basic piece of machinery that could undoubtedly be pre-fabricated very cheaply in one of a hundred Chinese workshops and containerised off to anywhere in the world for assembly, the only in situ works are the pond bottom shape, hydraulics and power. I'm thinking Dr. Slaters Frankenwave machine could actually be less than a million? Any mechanical engineers out there with a more accurate guesstimate?
