Well if the mythbusters guys can build a paper boat that floats them both for a few hours cardboard surfboards can be made.

They look nice and lightweight but my concern would be durability eg. How would the fin stay on? How would they handle a collision with rocks and a subsequent repair? Etc

If it works, sure. Much better solution environmentally to what we are currently riding.
