After cyclones, yes. Not consistent though (from what I have been told).

Yes and Yes - but not that often. The gap in reef allowing swell in is fairly narrow so not that many swells come in. When its on, Agnes is a proper Qld point break - but you are better off buying lotto tickets.
But most surfers up that way have a boat and head out to the outer reefs where all the action is.
