Best Places to Surf For Beginners

What are the best places to go for beginner surfing. I want warm water, minimal crowds, and soft waves. I'm thinking about going to this all inclusive surf camp called Corky Carroll's in Nosara, Costa Rica. (http://www.surfschool.net/costa-rica-surf-lessons/) However, I'm not sure if Costa Rica is the best place to learn or not. Any ideas? Or suggestions? I've surfed a couple times in San Onofre and that was fun. However, on the weekends esp. in the summer it gets so crowded. I want to be able to get a solid 2 week vacation of just surfing and getting the basics down, so any suggestions would be greatly appreciated. Thanks!
