Apart from waving a pointy stick and calling a shark names, apparently someone spearfishing carting around a dead fish classes as provoked.

And WA is the worst. When you take into account the surfer population it must be at least 10 times more likely for a surfer to be killed by a shark in WA

The last time somebody died of a shark attack at Manly was in the notorious summer of 1935, when four people died in a month on various Sydney beaches from attacks, mostly by great whites. That hastened the placement of nets off four of those beaches, including Manly. In the first season the nets caught over 650 sharks.
