I took the question to mean the most consistent as in 'the wave is always the same'.
Wasn't really thinking about regular swell....

I can remember The Pass being a dirty great big hole for years. The waves used to break against the rocks up near the car park. That was may e eight years ago?
Bronte is particularly bad at the moment. One big gutter. But it was actually semi okay this arvo with a bit of size.

Lived in Vicco my whole life. Also in West Oz for 2 years and moved to Queensland last year. Queensland isn't what it's cracked up to be, West Oz is both sketchy and epic and Vicco I would say CONSISTENT, and gets amazingly good from Apollo and beyond. If you have large gonads and don't mind a drive.

Lived in Vic, Tassie, Sydney, Goldie, Sunny Coast, Fraser island and spent about a year surfing/traveling the east coast.
Swell wise Tassies west coast gets a crazy amount of swell, even when the normal go to swell magnets get small, you can drive south(if you have 4WD) and find waves double the size, the big but though is 95% of the time its very very windy, rarely offshore and when it is its mostly strong offshore and most of the year that means freezing winds, Tassies other coast are actually pretty fickle regarding swell.
Vicco, swell magnets (beachies) are consistently rideable but rarely barrel or rarely get epic and generally dont hold much swell.
NSW, a few beachies a good drive south and north of sydney are pretty reliable,better not mention names here though.
As been said Lennox to Ballina stretch is consistent and consistently of high quality, actually i think you could extended that from Byron (tallows) to Angourie really that whole coast is magic.
The Goldie is far from consistent but the waves you do get are of a very good shape, for example a short period 2ft wave in vic will be mush, but a 2ft short period wave at D-bah is more often a wedgey peak running into another wedgey peak.
The sunny coast though, defiantly takes the cake as the worst surfing coast ive ever lived on, especially the south end, ordinary set ups (apart from the obvious), lacks swell and rarely gets epic.

I live around that area teepee and it is consistent, consistently windy of the onshore variety. Amazingly good a handful of times a year, which is the same or a bit below most coasts in Australia. this thread has cracked me up on many occassions, specially about vic, cant wait to get back down there, luckily it doesnt barrell though
Lived in south oz for over 2 years and it has been interesting that no one has mentioned it. If you do end up going there im sure everyone will tell you the only place worth going to is drippleton, i mean middleton. Bahahaha
