What happens if someone comes sailing around the headland, notes the waves and jumps overboard for a session? Does Mate call in the indigenes to boot said people off the wave?

If the place is a protected private paradise, why wont you say where it is?

Personally I think he is wasting his money, sure they may kick out some passing by surfers to keep him happy, but if anyone else real does show interest to develop for example a surf camp in the area all that will happen is the officials will also want money from the new guys or ask much more to keep them away, the only real guarantee is the price will just go up and up, its a win win situation for officials and wasted money for your friend.
