Taking the ocean out of the equation shows it's relatively simple to teach someone to cut across a wave.

Everyone who can ride a bike can surf. 10ft mal, 1' of foamy wave, riding prone... you're surfing.

But really there's a range of skills for both and I think the difficulty for surfing and bike riding at the professional level is pretty similar.

So you're going to arbitrarily define a certain skill level before you acknowledge that someone is actually "surfing".
