I can't comment on the west coast of Vic around Bells, Jan Juc etc... as I'm right on the other side of the bay. However on the East Coast Feb is usually pretty good. Being a Vic local I've only ever surfed in one other state on a holiday as a teeny bopper and that was Bondi. Which, I know, doesn't count.
