Rates are based on unimproved value of land so its hard to see how the size and cost of your neighbours pad would have a substantial effect on your rates. I grew up surfing thrusters and he grew up on logs and fish and retro fish with huge amounts of volume. I reckon you've got a shot with the car based traveller. Plane travellers I'm not so sure. If it's going to be roof/tray mountable, make it so that you can detach it from the roof without taking everything out of it, so that you could drive into the garage, attach some clips and lift it straight up ...
