forgot to add, reason why dow is better is beacuse pp also gets stiffer perhaps to stiff = zero flex and no feel really.

Dow core stiffens up more in coldwater for whatever reason, so does pp, but havin the extra flex in the dow means that when it stiffens up you still get a nice feel. but a dow core board will feel faster in the cold, but still give you a bit of flex.
