C'ress, I'm 99% positive that krill and regular plankton are not overly effective in regulating carbon dioxide levels. You are probably thinking of phytoplankton and there levels could easily be boosted by dumping iron particles off the southern tip of New Zealand. I dont think whales live of plants...
